Summary: Stormwater Master Plan Updates
In December 2023, the City engaged McElhanney to review and update the City’s Stormwater Master Plan, which was last updated in 2008. The study area for consideration under the current review consisted of all lands within the City of Camrose, as well as approximately 750 hectares of land located within Camrose County, which are part of the Coordinated Service Areas (CSAs) as outlined in the Camrose Intermunicipal Development Plan.
Through their study, McElhanney reviewed various background planning documents, including the City’s updated growth study. McElhanney conducted flow monitoring of the City’s existing storm pipes, and used this information to develop a computer model to identify any bottlenecks in the City’s stormwater system, and to identify recommended upgrades to address those bottlenecks (see Sections 3 and 4 of the final report).
In addition to looking at the existing stormwater system, McElhanney developed a model to identify the conceptual layout of pipes and major storm ponds to support future growth within the study area (see Section 5 of the final report). Similar to what was done for the other utility master plans, the City instructed McElhanney to consider future growth based on one of four growth horizons (0-10 years, 10-25 years, 25-50 years, beyond 50 years). Conceptual pipe sizes and alignments and storm pond locations are indicated on various figures in the final report.
